não falo Espanhol mas falo Portugues :)
de qualquer modo pode-se ver que tens o php.ini errado, i.e., com as
opçoes trocadas.
experimenta:
include_path=c:\horde\phplib
auto_prepend_file=c:\horde\phplib\prepend.php3
