AFAIK, you need to setup some kind of DNS service so that your computer
knows that e.g. "foobar.local" points to 127.0.0.1.

I haven't used Windows for a long time (I prefer developing on the same
system that is deployed in production, i.e. Linux in our case) so I don't
know whether that is possible with Windows.
