It was announced that phplib was to migrated to PEAR. This was in January
and some work has been done (http://sourceforge.net/projects/pear-phplib/
for details). There was a lot of debate over the merger, which you can
update yourself on by reading the phplib archives (there are links on the
phplib website under support)
Several people have stepped up to maintain phplib until that merger is
finally done (me for the website, Chris Johnson for general heading up
duties) Kristian and Ulf are still around, but just don't have the time to
maintain phplib anymore. phplib (as it is now) won't be going anywhere any
time soon, there are a lot of applications and people who depend on the
phplib API, and as of yet, it's unclear as to whether or not the ported code
will support the phplib API natively (most likely solution will to be use a
wrapper script and drop DB_SQL in favor of PEAR/DB which is the largest
sticking point).
We are trying to make progress into updating phplib, to add support for
permission groups, php4 native session support, bug fixes, etc.. If you'd
like to help, start sending patches this way :) (and take a look at the
other phplib modules.. phplib-stbale I belive is only for release
canidates..)

Some would say yes, some would say no. It depends on your specifics and
what module you are using.
