Personally I have done this myself.
hehehe.
BUT, I always left out people who didnt support frames. In my opinion, we as Web Developers have been jerked around back and forth so many times..
For example: "This doesnt work in IE", "Now this doesnt work in Netscape", "Oh no, they dont support cookies?", "No frames either?"
So personally, I build websites targeting IE then Netscape. Its the year 2001 now so anyone not using browsers up to spec is their problem. So I say go for it if you dont find any other headaches that comes along with it..I didnt...
