Mod_perl is an apache module. PHPLib, on the other hand, is an API which
provides sessioning, authentication, db abstraction, templates, and various
other functionality. You might have found some perl _libraries_ to replace
this functionality, but mod_perl, regardless of how stable it is, is not
really comparable to PHPLib.

Maybe you meant that you replaced PHP with mod_perl? If so, you should
really give PHP another chance. PHP is arguably every bit as stable, and
much less complicated, than mod_perl.
