Unfortunately, the client is always right.
Sure it can be done, but what you need to be wary of is that if things don't
work properly using PHP on the specified platform, there is a chance that
PHP will be the first thing they'll blame.
Personally, you would be better off turning down the project, by simply
doubling your quote because of the restrictions, unless you're prepared to
take a shot - and come out smiling.
