Usually I double the price (or something) when a client asks me this. After
all, if I need to "create the specified environment with tools that I am
unfamiliar with, I will need to cover the extra education and training
expense that is created by using Windows in this case".

Perhaps that works. Everyone always complains about user training when
Linux on desktops is discussed.
