I had to, for a project born on linux-postgreSQL and then forcibly
ported on NT4-MSSQL7.0. It hasn't been very pleasant. First: even
when it was glaring obvious that there was some faulty behaviour
from M$ software, the guilt was ALL on the parts developed by me.
:-(
"It's not a bug, its a feature". Ah, the power of marketing...
Second: PHP on Win32 is more buggy than on unix, alas. I'm NOT
saying that the folks that are providing it are doing bad, It's simply
that PHP is way less tested on that platform, so be sure that you'll
dig face forward in some interesting new bug that nobody knew
before...
On win2000, I don't know anything, so YMMV.
