Have you run a phpinfo on the external site to check that the file_uploads
are enabled and that upload_tmp_dir is set to a real dir with write
permissions for the php process. Also check that the file your uploading is
less than the upload_max_filesize.
Also, does your ISP run in safe mode, AFAIK can't upload files in safe mode.
