You don't get a project alive only because of moving it
to SourceForge.

Moving PHPLib to SourceForge doesn't buy you anything. By
moving it to SF, the project won't get alive automagically.
(If e.g. the mood of maintainers doesn't change in the sense
of contributing to the project)
So it's not the truth that it's a "living project" (sounds
like marketing speech) by moving it to SF.
