Ok, I just gotta gripe a little -- nothing personal. :) I asked this same question about 1.5 - 2 months ago when I was considering going to this conference. I think one or two people responded, but no definite plans were made. I actually based my decision not to go on that single issue -- if a few people would have been interested in a BOF for phplib I would have taken the $$$ from my boss to go.

What's my point? Well, it's just that some of us need a little more warning than the week before to get to these conferences, and it would be nice to get together. So I vote for a BOF the next time a conference comes around related to php/webdev/open source and I vote for some organization ahead of time so I can attend it! :)
