You can read up on everything GNU at http://www.gnu.org. The
site is available in many languages, including english and
spanish. The licensing discussion in english language can be
found at http://www.gnu.org/licenses/licenses.html, including
the actual license texts as well as FAQ documents.

Information about the QPL can be found at http://www.troll.no,
specifically at
http://www.trolltech.com/products/download/freelicense/. Troll
is no longer using the QPL, as Qt is now GPLed. The QPL lives on
in other projects, though.
