XML certainly, IMO, has the best chance. It's a very powerful
abstraction, that current browser support and is somewhat easy to
fold into WYSIWYG development tools. But I also agree that PHP
with FlashGenerator is kick-arse.

With Java, you are under the mercy of the Java implementation
on the specific platform. :)
