Aha, ok, the exec problem. Stas did quite a bit of research about it, and
couldn't come up with a way to get popen() or alternatives to work properly
under IIS. It's not certain that it's even possible.

At any rate, that bug should not be a show stopper for 4.0.4 - PHP never
supported this functionality under Windows.
