No, but it does make it harder for them to get cvs access. Today I could
request cvs access just for kicks (remember from junior high "Is Ivana
Tinkle in the building?"), having it be a little harder does significantly
decrease the likeliness of PHP being hacked (all though doesn't altogether
eliminate it) and it also makes sure that the person isn't requesting
access just for a single patch or maybe a few patches over a three year
period...
