PHP allows you to produce perfectly reusable code, but it doesn't force
you to do that.
It doesn't force you to use paradigms that often are just in the way.

PHP is very good for rapid "worse is better" style of coding, while
being scalable enough to allow somewhat bigger applications. It's a lot
prettier than Perl ;-)
"General purpose" may strech it a bit too far, but PHP is suitable for
far more than layout.
