It has, compile PHP without the --with-openssl configure line.

curl_error($ch); outputs this error

SSL: couldn't create a context!

This error was originally reported in PHP-4.0.6 although I don't think it has been looked into yet. =o)

Unfortunately I will be unable to upgrade my version of PHP past 4.0.5 where this was not an issue.
