What about the 'fribidi' extension then ? ;)

I would think the following extensions should also go to PECL:

filepro
aspell
crack
ctype
cyrus
dio
dotnet
mailparse
midgard
muscat
notes
qtdom
readline
recode
satellite
vpopmail
