It's set to 'On' inside the sources. (Try without any php.ini and
you'll see many options have default values..)

I don't see any bugs here.
The value in php.ini is commented out and doesn't affect on this
directive.
Just look into phpinfo() and you'll find, that display_errors is On by
default.
The fact, that commented string in php.ini contains "Off" means, that
it is recommended to set it Off on production servers.

Manual, display_errors is said to be default to "1". Instead there is
the following section in php.ini :
