try --with-jpeg-dir=/usr/lib --with-zlib-dir=/usr/lib
I have mandrake too, seems like it has problems finding the libs. Also
do a rpm -qa|grep zlib and rpm-qa|grep jpeg and make sure that you have
both the package and the package-devel rpm's installed, like
zlib1-devel-version, as these are needed.
