It means that you do not have PHP configured to use MySQL. Either you
have not compiled PHP correctly, or php.ini is wrong. Check the
documentation in the PHP 5 source you have for how to connect with MySQL
4.x.
Ah, I see you are on MS Windows. You will need to check that the PHP you
have downloaded/installed specifically supports MySQL 4.x and that you
have set php.ini accordingly.
