PHP Does not need perl in any instances.
It seams you are trying to run the cgi version of php and it is unable to find a component, resulting in a core dump. You can test the php.exe from a command prompt. Just type php.exe -v and yoy will get the veriosn information, or perhaps an error message describing the problem.
