Use laola, and Word format will be converted into set of blocks text.

No, he does -- at least most of pages still _are_ in HTML.

It won't be bad if those documents will be converted, so other
applications on other platforms will be able to use that data.

_Right_ way to address that issue is to use cross-platform format
parsers and convertors -- in any case one won't want to, say, display data
or do anything interactive on the server, what a lot of COM stuff other
than Word/Excel/Access is limited to, and if the real issue is formats, it
can be done directly easier. Laola is in perl, so it may be rather tricky
to use it with php though.
As a semi-solution one can use php as fastcgi or remotely
connected fhttpd module on Windows box while server is running somewhere
else, but both ports don't exist yet.
