With PWS you can easily set the .php3 files to be parsed by
<drive>:\path\to\php.exe in the registry of the PWS Server.
there is already a set for .idx or .idc - files, just take this ones and
modify it for php.

This worked so great for me that I could develop PHP-Apps under Win95 to
use them on Apache/Unix, before I got my unix server :)
