Only servers that are running the module version of PHP get recorded and
out of those only the ones that have not taken steps to hide the fact that
they are using particular modules. There are quite a few large ISP's that
offer the CGI version of PHP to clients and as a result I imagine there
are quite a few sites not being counted here.
