Check out http://www.student.com/ncaa/manicmarch. Written in PHP with a
little help from mySQL, GD and TTF, it's pretty slick, if I can say so
myself. :) It works best over a fast connection, but we played around with
it to make it zippy even over a 28.8. Took a little creative JavaScript
coding and image slicing, but it worked out well.

You might need to sign up to get a Member Name before you can check it
out, but it's certainly worth the hassle. Unfortunately, I don't think
we're in a position to release the code right now, but maybe in the
future. Still, feel free to point all your friends at our pool instead and
we'll provide the cash and prizes for the winners.
